GP 4200 ACHIEVEMENT Dates and Events


09.06.2009 Member Traffic Shri. SHRI PRAKASH, appointed a Career Progression Committee with the approval of CRB comprising Shri. Deepak Nath ED TT(M) and Shri. S J Sinha Director Traffic Co ordination to look into the career problems of the STATION MASTERS.
05.11.2009 This committee submitted its report, to the office of the MT with the concrete recommendations that included


  1. Up grading ASM pay to PB-2 with grade pay of Rs. 4200,
  2. Grant of UNIFORM ALLOWANCE on par with Nursing Staff,
  3. Grant of WASHING ALLOWANCE as extended to other cadres by the PC,
  4. Centralised Head Quarters for Station Masters i.e. quartered only at Junction, Major and importance stations as in the case of other category, especially for the betterment of the family.

04.12.2009 MT sent a proposal of Up grading ASM pay to PB-2 with grade pay of Rs. 4200 to Member Staff on 04-12-2009. That proposal moved from the office of MS on 7-12-2009 to AM-Staff for file conversion. File disappeared.
11.06.2010 Due to AISMA’s continues agitations and persuasions, Member Traffic Sri.SRIPRAKASH agreed and Member Staff, to approve the MTs proposal of the change in the Minimum Grade Pay from Rs.2800 to Rs.4200. Both the JCM Federations NFIR and AIRF agreed to accept the placement before the Dept., Anomaly Committee, Vide RB OM No:PC/VI/2009/DAC/Pt.II dated 11.6.2010, based on Department Anomalies Committee, proposal sent for Upgradation of Pay Scales of various posts i.e. technician/Technicians (Signals), Station Masters, Ticket Checking Staff, Loco Pilots, Technical Supervisor. MoF advised RB that it should only be considered in the National Anomalies Committee on 21.9.2010
04.08.2011 AISMA served a STRIKE NOTICE on Chairman Railways to STOP TRAINS on 08.09.2011, in Form-L, demanding Minimum Grade Pay of Rs.4600 (on the maxim ‘Supervisor to be placed above Supervised) + 7,


1) VACATION OF VICTIMIZATION, in SWR
2) VACATION OF VICTIMIZATION, in SR
3) STAION MASTERS BE PAID WITH SAFETY ALLOWANCE @ 30%
4) UNIFORM AND WASHING ALLOWANCE
5) ADOPT UNIFORM DUTY ROSTERS IN ALL ZONAL RAILWAYS WITHOUT
CONTINUOUS NIGHT DUTIES AND AT ALL STATIONS STATION MASTERS
SHALL ALSO BE ROSTERED FOR TWO NIGHT DUTIES IN A WEEK
6) PRIVIDE CALENDAR DAY WEEKLY REST FOR STATION MASTERS IN INTENSIVE ROSTER with 36 hrs Duty and 40 Hrs rest.
7) UNIFORM TRANSFER POLICY

26.08.2011 The Chief labour Commissioner NDLS intervened and initiated a Conciliatory meeting, hence the STRIKE was postponed.
26.09.2011 Conciliatory meeting held with AISMA-RB-CLC on Grade Pay etc.
02.11.2011 Conciliatory meeting held with AISMA-RB-CLC and Railway AGREED to upgrade the Minimum GP from Rs.2800 in PB-1 to GP Rs4200 in PB-2
13.12.2011 Conciliatory meeting held with AISMA-RB-CLC and Railway AGREED to upgrade the Minimum GP from Rs.2800 in PB-1 to GP Rs4200 in PB-2

09.03.2014 Archbishop of Madras and Mylapore, requested Mrs. Sonia Gandhi, the Chairperson of UPA, to intervene in the GP issue and settle the for the 35000 SMs of IR and their families.

16.04.2013 Conciliatory meeting held with AISMA-RB-CLC on Grade Pay etc.
28.04.2013 MoF instructed RB to get the consent of DoPT and to restructure the cadre due to elimination of Min GP Rs.2800.
29.05.2013 RB replied for the MoF’s clarification dated 22.04.2013.
04.07.2013 RB sent the proposal of Upgradation, as advised by MoF, to get DoPT approval.

30.07.2013 Masters Mass Rally in New Delhi to MoF and met Jt.Sec (Exp) in North Block
31.07.2013 RB sent reminder to DoPT to clear the proposal.
24.03.2014 RB/ PC sent reminder to RB/ ED to expedite the information sought by MoF
20.08.2013 MoF forwarded the letter of AISMA for further necessary action.

Thus it would be more appropriate to refer the proposal to the Seventh Pay Commission, which has been constituted and has started functioning”
16.06.2014 MoF vide OM No.36(1)/E.III (B)/2010 dated 16th June 2014, Under Secretary cited as “it is stated that the 6th CPC vide Para 7.36.35 has already examined the matter and not agreed to it. Thus it would be more appropriate to refer the proposal to the Seventh Pay Commission, which has been constituted and has started functioning”

24.08.2014 South Western Railway Employees Sangh sought our assistance to represent the case of SMs in Bangalore and CEC directed SRCC Chairman Mr.Kumarasamy to detail before the 7CPC.
01.09.2014 Meeting with Director / 7 CPC by CP, SG,JSG,LS lasting around 30 mts and Submission of Additions No:1 on vide letter No: 7th CPC No:AISMA/7CPC/3/Addition_1
02.09.2014 Conciliatory meeting held with AISMA-RB-CLC on Grade Pay etc. In this meeting the it was recorded that Ministry of Railways to send this proposal to the Chairman- 7 CPC
11.11.2014 Conciliatory meeting held with AISMA-RB-CLC on Grade Pay etc. In this meeting the it was recorded that Ministry of Railways is in the process of forwarding the demand to the Chairman- 7 CPC along with their comments.
12.11.2014 Met MoSR Shri. Manoj Sinha and apprised the situation and insisted to refer back to Min of Fin. for their concurrence. He assured to discuss with MR.

13.07.2015 Meeting with Jt.Secretary / 7 CPC Shri. SAMIR Kr.SINHA by CP, Dy.SG, LS , DS/DLI lasting around 15 mts, vide letter No:AISMA/7CPC/SKS/1
19th Nov 2015 7th CPC submitted its report to UoI. PC recommended Minimum GP of Rs.4200 and the Dress Allowance granted Rs.10000 pa.
02.02.2016 Conciliatory meeting held with AISMA-RB-CLC on Grade Pay etc
09.08.2016 Final Conciliatory meeting held with AISMA-RB-CLC and in which after achieving 6 out of 8 demands placed in the Strike Notice, the required remedy further was closed with the liberty to approach appropriate forum.


  1) Vacation of victimization, in SWR = ACHIEVED
  2) Vacation of victimization, in SR = pending
  3) Minimum grade pay of Rs. 4600 for Station Masters = ACHIEVED GP 4200
  4) Station Masters be paid with safety allowance @ 30% = pending
  5) Uniform and washing allowance = ACHIEVED
  6) Adopt uniform duty rosters in all zonal Railways without Continuous night duties and at all stations Station Masters Shall also be rostered for two night duties in a week = ACHIEVED
  7) Provide calendar day weekly rest for station masters in intensive roster with 36 hrs work and 40 hrs rest = ACHIEVED
  8) Uniform transfer policy = ACHIEVED
